Specifically, RPD is responsible for the effective planning of resources and oversees budget and manpower management to achieve agencys goals:

• Funding Policy Formulation: Formulate corporate-level funding policies and funding parameters to support SkillsFuture Initiatives and SSGs objectives;
• Budget Evaluation and Management: Evaluate budget requests from programme partners and oversee the allocation and management of SSGs budget;
• Manpower Establishment Planning: Secure and optimise manpower resources to implement SSGs programmes and agencys operations;
• Whole-of-Government (WOG) CET Grants Management: Lead the management of WOG CET grants and strengthen CET grants governance for WOG and SSG.

What You Will Be Working OnThis is a critical role in ensuring funded programs are aligned with WOG and SkillsFuture Singapore (SSG) funding policies and support SkillsFuture initiatives. This position is responsible for strengthening grants policies and governance within SSG and at WOG level, developing terms and conditions for SSGs grants, and engaging stakeholders to ensure compliance and enforceability. The role requires a proactive approach to risk assessment, regular stakeholder engagement, and reasoned judgment in evaluating deviation requests, while safeguarding SSGs interests and supporting overall objectives.Regulatory Compliance

• Stay abreast of regulatory requirements for compliance with WOGs and SSGs grants policies
• Apply prevailing policies, laws, and regulations relevant to grants

Policy Strengthening

• Collaborate with SSG divisions and other government agencies to strengthen grants policies and governance
• Articulate policy goals in light of national interest and provide sound policy recommendations

Terms And Conditions Development

• Develop and review terms and conditions for SSG grants, ensuring obligations are imposed on grant recipients
• Understand the relevant legal frameworks and ensure alignment with policy intent

Stakeholder Engagement

• Engage SSG divisions to ensure enforceability of SSGs terms and conditions while reflecting business intents
• Work with agencies to monitor implementation and ensure alignment with policy intent

Risk Assessment

• Assess requests for deviation from SSGs terms and conditions and WOG grants governance framework
• Provide advice on governance, risk management strategies, and potential risk areas

What We Are Looking For

• Possess the required competencies to execute the job duties proficiently
• Good project management and stakeholder engagement skills
• Good understanding of funding policies and concepts are preferred, but not necessary
• Familiarity with governance issues, risk management, and compliance matters are preferred, but not necessary
• Good analytical and critical thinking skills
• Detail-oriented, meticulous, and systematic
• Independent and self-motivated, enjoys variety and new challenges, and able to work well in a team
