Role Overview

The HR Manager will play a pivotal role in shaping and executing the company’s people strategy during a critical growth phase. This position requires a hands-on builder who can establish foundational HR processes while also acting as a strategic partner to founders and technical leadership. You will be responsible for designing scalable systems across the entire employee lifecycle—from talent acquisition and onboarding to performance management, engagement, and retention—within a highly specialized and technical workforce.

Given the deep tech nature of the organization, the role demands a strong understanding of hiring for niche skill sets such as machine learning engineers, research scientists, and systems engineers. Beyond recruitment, you will help define organizational structures, implement performance frameworks aligned with R&D workflows, and foster a culture that balances academic rigor with startup speed.

You will also ensure compliance with Singapore employment regulations, while benchmarking and implementing competitive compensation and benefits structures suitable for a global talent pool. Success in this role requires the ability to operate with ambiguity, influence senior stakeholders, and build trust across diverse teams. Ultimately, you will be instrumental in creating a people function that enables innovation, supports scale, and strengthens the company’s long-term competitive advantage.

Key Responsibilities

1. Talent Acquisition & Workforce Planning

  • Partner with founders and technical leaders to define hiring plans aligned with product and R&D roadmaps
  • Design and execute hiring strategies for niche deep tech talent (e.g., ML engineers, research scientists)
  • Build employer branding to attract top-tier technical and research talent globally
  • Manage full-cycle recruitment including sourcing, interviewing, and offer negotiation

2. HR Operations & Compliance

  • Establish HR policies, SOPs, and employee lifecycle processes
  • Ensure compliance with Singapore employment laws and regulations
  • Oversee payroll, benefits administration, and HRIS implementation
  • Manage contracts, onboarding, and offboarding processes

3. Performance & Organizational Development

  • Implement performance management frameworks suited for research and engineering teams
  • Drive goal-setting processes (OKRs/KPIs) aligned with company objectives
  • Identify capability gaps and design learning & development initiatives
  • Support leadership in organizational design and scaling structures

4. Culture & Employee Engagement

  • Shape and sustain a high-performance, innovation-driven culture
  • Develop initiatives to improve employee engagement and retention
  • Act as a trusted advisor to employees and leadership on people-related matters
  • Manage internal communications and feedback channels

5. Compensation & Benefits

  • Design competitive compensation structures for deep tech roles
  • Benchmark salaries against market standards in Singapore and globally
  • Implement equity/ESOP frameworks aligned with startup growth

Requirements

Experience & Background

  • 5–8+ years of HR experience, preferably in startups or high-growth tech environments
  • Experience hiring for technical or R&D roles (AI, robotics, semiconductors, etc.)
  • Strong understanding of Singapore employment regulations

Skills & Competencies

  • Ability to operate both strategically and tactically in a lean environment
  • Strong stakeholder management, especially with technical founders and engineers
  • Data-driven approach to HR decision-making
  • High adaptability in ambiguous, fast-paced startup settings

Preferred

  • Experience in deep tech, research institutions, or engineering-driven organizations
  • Familiarity with global hiring and remote teams
