Open Government Products is an experimental tech start-up team within the government that builds technology for public good. We proactively identify areas where technology can help, test our prototypes with actual users, and bring our best ones to launch.

We move quickly, take risks and fail fast if needed, scaling what works to deliver maximum value to the public. By keeping citizen users at the heart of all products, we focus on solving real problems through good governance, pushing for transparency across government, modernizing processes, and bypassing bureaucracy when needed.

We work in small cross-functional product teams, usually 5-8 members, consisting of product designers, engineers, product managers, and product operations. To maximise ownership and collaboration, we keep a flat hierarchy for faster decision-making.

The Team

You will join the HealthTech team, dedicated to improving healthcare in Singapore through technology. We tackle highly impactful problems by building products that enhance efficiency, coordination, and patient outcomes across the healthcare ecosystem. HealthTech projects include:

  • Bright - A referral platform for intermediate to long-term care services, such as nursing homes and daycare centres.
  • Care360 - A patient management system helping Medical Social Workers manage patients financial and psychosocial care.
  • Health Appointment System - An initiative to increase vaccination and cancer screening rates by making it easy to book appointments at CHAS GP clinics.
  • Referral Exchange - A backend layer that digitises healthcare referrals and consolidates API endpoints for easy consumption by upstream systems.
  • Rooster - A rule-based healthcare messaging system enabling timely alerts and supporting hospital workflows.
  • Social360 - A practitioner-centric case management system to maximise time with clients by reducing administrative overhead.

You will collaborate within a high-performing team passionate about leveraging technology to solve complex challenges and make a tangible difference for citizens and healthcare professionals.

The Role

We aim to improve how people interact with the government. Getting subtle details right differentiates an intuitive experience from a frustrating one. As we launch new products and grow our design practice, we want to build services that are not only functional but also delightful to use.

As a Lead Product Designer in HealthTech, youll lead and support a team of designers while collaborating with the cross-functional leadership team to shape product strategy, define roadmaps, and allocate resources. This often involves working directly with government stakeholders to understand needs and assess project viability. Youll also work with OGP Design Leads to drive org-wide initiatives and uphold design quality across projects.

Concretely, this means:

  • Providing direction, mentorship and guidance to the design team, leveraging deep product design experience to ensure high quality work across the team.
  • Being responsible for designers overall performance and health, charting career development frameworks, skill development pathways, and performance evaluation assessments.
  • Setting up design workflows, processes, and toolkits to help the design team grow, optimise day-to-day workflows, maximise collaboration and reduce duplicated work.
  • Cultivating a design culture and thought leadership within the team where designers are empowered to do their best work.
  • Working closely with other HealthTech cross-functional leads to develop product strategy and roadmaps, ensuring resources are allocated effectively and maintaining design quality across teams.
  • Engaging with government stakeholders to understand problem statements, assess needs, and evaluate project viability with the HealthTech Leadership team.
  • Advocating for design and establishing best practices for HealthTech and OGP, with the aim of influencing the wider government.
  • Evangelising OGPs design practices to the public and the tech industry through articles and talks to attract good talent.
  • Recruiting top design talent to grow the team.
Requirements
  • Deep understanding and expertise to create great products, with broad UX and UI methodology experience.
  • Strong visual design sense and attention to detail; a portfolio that demonstrates your influence in design direction and strategy.
  • Proficiency with research techniques, data-informed design decisions, and measuring design success.
  • Experience leading design teams and mentoring designers at different levels.
  • Strong collaboration with PMs, software engineers, and cross-functional teams.
  • Initiative-taking, willingness to challenge the status quo, and the ability to determine the best path forward.
  • Public service orientation, with the ability to navigate public interests and, when needed, push projects forward despite political pressures.
  • Good understanding of Singapores socio-cultural context and needs of diverse communities.

  • Good understanding of the healthcare regulatory landscape in Singapore.

We prefer testing ideas quickly to identify potential problems and demonstrate feasibility to others.

Ownership

This includes having opinions on what is being done and suggesting what should be done next. Fridays are set aside for learning new architectures, frameworks, technologies, or other useful skills.
